Position Overview

The Program Development Administrator is an integral member of CNFA’s Program Development team and will be responsible for all administrative tasks in support of CNFA’s program development activities.  The successful candidate will be a motivated, team-oriented, self-starting administrative professional who is both thoughtful and able to react quickly to opportunities and needs as they arise.  

General Responsibilities:

  • Manage the consultant and contractor procurement processes and prepare and process resulting agreements and subsequent invoices;
  • Provide administrative support to the Program Development team;
  • Prepare and process travel logistics for new business team members and consultants, including coordinating flight reservations and procurement of visas, making hotel reservations, preparing travel advances, and giving advice on requirements for travel;
  • Support post-travel arrangements, including reviewing and finalizing travel reimbursements and expense reports and facilitating approvals of consultant deliverables in coordination with proposal teams;
  • Compile inputs to produce cost proposals, ensuring compliance with solicitation requirements;
  • Process paperwork for proposal recruitment;
  • Set up Program Development team meetings;
  • Compile informational matrices for proposals as required in solicitations; and
  • Other administrative-related tasks as assigned.

Required Qualifications:

  • A minimum of 3 (three) years of administrative experience in a high demand office environment, preferably in an international organization or non-profit;
  • Bachelor’s Degree preferred or proven administrative experience;
  • Prior experience in arranging travel logistics and managing basic contracts;
  • Excellent oral communication and presentation skills;
  • Superior writing, proven organization skills, with strong attention to detail;
  • Proven ability to multi-task and prioritize within the context of a shifting workload;
  • Ability to handle sensitive information with the utmost discretion;
  • Strong interpersonal skills with the demonstrated ability to maintain efficiency and a steady pace in the face of strict and multiple deadlines;

Chief of Party – USDA Food for Progress

Background:

CNFA manages an active portfolio of more than $300 million in agriculture development programs in 21 countries. Throughout our 35-year history, CNFA has led and implemented programs that have supported private-sector-led initiatives and increased employment; strengthened value chains, agribusinesses, agriculture support organizations, and markets; increased access to affordable financial services; and increased smallholder incomes, uptake of improved technologies, and access to nutritious foods. We are an industry leader in establishing commercially viable, locally owned and operated input supply enterprises and Farm Service Centers (FSCs) that positively impact smallholder farmers, and we have improved the operations and profitability of over 13,000 agribusinesses.

The Chief of Party (COP) supports the U.S. Department of Agriculture (USDA) Food for Progress (FFPr) program. Targeted country and sector are to be determined.  

Duties and Responsibilities:

  • Be responsible for the overall management of the program in line with USDA guidelines and within set timelines to achieve objectives;
  • Develop and update Life of Project and annual workplans;
  • Oversee program administration, operations, implementation, and fiscal management to ensure technical and financial activity aligns with scope and budget allocations, internal policies, and donor regulations;
  • Lead the project team to provide effective coordination and guidance among academic institutions, local Governments, smallholder farmers, service providers and other key stakeholders;
  • Support the development of strong M&E mechanisms, program monitoring tools and efficient systems to ensure high quality implementation;
  • Ensure quality control and provide overall technical and management leadership under the award; adjust programs and operations in response to USDA technical direction;
  • Represent CNFA with partners and key stakeholders, at conferences, workshops, meetings, and other industry gatherings,
  • Maintain positive relationships with USDA, local authorities, and the country office team;
  • Manage and oversee all contract management and implementation tasks based on established USG regulations, procedures and CNFA guidelines;
  • Identify issues and risks related to activity implementation in a timely manner; and
  • Other duties as assigned.

Key Qualifications:

  • Master’s degree in agriculture, management, international development, or a related field of study or equivalent work experience required. 
  • Minimum of five (5) years of experience serving as program director or chief of party; successful experience managing Food for Progress programs is strongly preferred;
  • Demonstrated expertise in one of the sub-sectors of agriculture is required, including horticulture, livestock, animal health, aquaculture, SME development, mechanization and input supply, international food safety standards, regulations and policy harmonization;
  • Experience of working in Africa, Latin America, South-East Asia and/or Eastern Europe, in particular in the agriculture value chain development or related sector, is strongly preferred;
  • Experience of working within the food or agricultural private sector, in Public Private Partnerships, is strongly preferred;
  • Experience providing technical oversight and leadership to facilitate expanded trade and competitiveness of agricultural value chains preferred;
  • Experience overseeing financial and administrative management of programs, including of personnel, reporting, budgeting and procurement for large, complex programs is required;
  • Experience overseeing an M&E team to ensure high quality program reporting, monitoring, evaluation, and learning are required;
  • Demonstrated capacity to establish and maintain positive, collaborative, and productive relationships with government and other local partners is required;
  • Demonstrated experience serving as ambassador for home office, establishing and nurturing strong relationships with donor representatives and expanding business required;
  • English fluency required, knowledge of the second language strongly preferred.

Regional Safety & Security Manager

Position Description:

 

The West African Regional Safety & Security Manager will support CNFA’s West African Portfolio.  The Regional Safety & Security Manager (RSSM) will be responsible for making regular assessments of the risks, threats and other vulnerabilities affecting CNFA’s staff and assets in West Africa with a primary focus on higher risk countries within the region. The RSSM will report directly to the Senior Director, Global Security located in Washington, DC.  

Major Duties and Responsibilities:

  • Monitor and provide analysis of threats, vulnerabilities, and risks in West Africa where CNFA staff and assets are located and report findings to Senior Director, Global Security, and affected Chief of Parties (COPs) and Security Focal Points (SFPs). Work as a team to develop and implement strategies to mitigate risk and accomplish project activities.
  • Develop networks and liaise with national and regional security actors (United Nations system, the U.S. Embassies, the European Union Representation, USAID security offices and/or Partner Liaison Security Offices (PLSOs), other implementing partners and NGOs) to gather and share information related to security issues that may impact CNFA operations. Provide summarized readouts of issues to Senior Director, Global Security.
  • Develop networks with host nation security professionals (police, military, etc.) and local government officials.
  • Coordinate with CNFA’s Senior Director, Global Security and project leadership to arrange procurements for safety and security related support. (assessments, security details and other risk management initiatives).
  • Work with SFPs to prepare and maintain security briefings for guests, consultants and/or visitors and provide direct support in the training/mentoring SFPs.
  • Accomplish assigned security/safety related tasks from Senior Director, Global Security in timely manner.

Qualifications/Requirements:

  • At least seven years of relevant, professional experience (military, police or NGO security) in roles with increasing levels of responsibility.
  • Bachelor’s degree from an accredited university is preferred; alternatively, senior military, police or non-governmental security experience with at least 15 years of experience.
  • Ability to work independently, highly motivated, and ability to use initiative to accomplish security/safety related tasks with minimal guidance.
  • Experience supporting donor-funded projects is preferred.
  • Experience in security management principles and providing training to staff.
  • Strong analytical and organizational skills with the ability to manage multiple complex tasks independently.
  • Strong leadership and communication (interpersonal, verbal and written) skills.
  • Experience in conducting security risk assessments and physical security assessments (office locations, hotels, residents, warehouses, etc.).
  • Experience in liaising with civilian, police and military government authorities, as well as with regional, national and international institutions.
  • Ability to travel up to 50% of the time in a one-year period.
  • During crisis situations, take part in the Local Incident Management Team response.
  • Willingness to work and travel in often difficult and insecure environments.
  • Competency with Internet and Microsoft Office systems including Word, Excel, PowerPoint, and other database/mapping systems.
  • West African Citizen is preferred for this position.
  • Able to write and speak English and French fluently is required.

M&E Manager

Background and Purpose: 

The Food Security and Agribusiness Support (FAS) program is a five year, $23 million USAID and Feed the Future funded program implemented by CNFA in Egypt. The goal of FAS is to increase agriculture-related incomes of smallholder horticulture farmers in Upper Egypt. The program will achieve this goal by implementing a market driven approach that facilitates sustainable, pro-poor value chain development and helps smallholders increase access to domestic and export markets. The market-driven approach will be supported by four interrelated components: 1) improved on-farm production, 2) more efficient post-harvest processes, 3) improved marketing of agriculture crops and products, and 4) improved nutritional status, especially for women and children.

 

The M&E Manager will ensure the completion of all M&E activities across project components and will supervise coordination of USAID personnel, CNFA personnel, sub-contractors, and other governmental and non-governmental organizations in regards to M&E activity.

 

Position Description:

CNFA considers monitoring and evaluation to be an essential management support function that facilitates evidence-based program management through rigorous identification, testing, and scaling-up of interventions that maximize impact and cost-effectiveness. The Monitoring and Evaluation Manager will provide technical expertise and strategic leadership for all monitoring, evaluation and learning activities, with the objective of providing project managers and stakeholders with timely and relevant data and analysis to understand and adapt project performance. The M&E Manager will supervise staff to collect and analyze data and generate quality evidence for assessment and evaluations.  Responsibilities will include: strategic leadership of monitoring and evaluation efforts; management of the data quality strategy, including ensuring that quality and reliable data are collected, managed and shared in a timely manner; and coordination with key external stakeholders.

 

This position will be full-time, based in Egypt with frequent travel to Upper Egypt governorates.

Tasks:

  • Development and implementation of processes and methodologies to ensure consistent data collection and management in keeping with MEL Plan, M&E Field Guide, and other M&E related documents;
  • Oversee data collection and analysis to assess the impact of project activities on household nutrition, incomes and food security;
  • Lead the management of the project participant database, including overseeing data entry, data management, and ensuring data quality
  • Lead the evaluation of the cost and benefits of project interventions;
  • Track and analyze project indicators and capture best practices and lessons learned to incorporate into project activities
  • Present analysis findings to project staff to ensure there on-going learning;
  • Train project staff on their responsibilities for monitoring and evaluation;
  • Oversee all daily work related to monitoring, evaluation and reporting activities of the project;
  • Produce, edit, and distribute regular project reports and updates to project management, regional management, and HQ;
  • Perform other duties as needed

Qualifications:

  • At least eight plus (8+) years of experience in the integration of M&E into field programming is required,
  • Master’s Degree in economics, statistics, nutrition, applied sociology, or a related field is required, a PhD is preferred;
  • International donor experience, USAID program experience, and Feed the Future experience are required;
  • Experience managing M&E on agricultural, livelihood, and/or food security projects is required;
  • Demonstrated expertise in leading M&E of a large award is required;
  • Demonstrated experience in developing and operationalizing a comprehensive M&E plan and routine monitoring systems is required within Feed the Future framework
  • Demonstrated experience in developing data quality assurance strategies, data management, innovative data sharing, and data visualization is required;
  • Expertise in survey design, including development of a probabilistic sampling strategy, estimation of sample size, development of appropriate weights, and analysis of quantitative data, is required;
  • Outstanding ability to generate accurate qualitative information and analysis is required;
  • Fluency in English is required; fluency in Arabic strongly preferred

Position Summary

The Program Development Coordinator is an integral member of CNFA’s New Business Development team contributing to the business development process and the production of winning proposals that enable the organization to grow organically and strategically.

General Responsibilities

  • Closely monitoring the proposal process from capture and release to submission, liaising with staff and partners to ensure adherence to deadlines and quality standards for deliverables;
  • Thoroughly reviewing solicitation documents and supporting the creation of comprehensive outlines, compliance matrices, and calendars to guide proposal preparation;
  • Organizing and helping to facilitate proposal planning meetings with staff and partners, including ensuring all meeting logistics are in place and IT equipment is working in advance;
  • Supporting recruitment for proposals, including preparation of scopes of work and posting ads; screening CVs and tracking candidate comparison worksheets; ensuring collection of personnel documentation; and strengthening content of CVs through desk research and interviewing candidates; and formatting CVs;
  • Supporting the team to collect and compile support documents for proposals;
  • Supporting proposal production, paying close attention to detail for copy editing, formatting, and ensuring consistency of language and presentation in accordance with CNFA quality standards for internal reviews and final submission;
  • Taking ownership of cost proposal completion and production;
  • Assisting writing teams with desk research and drafting proposal sections as agreed;
  • Organizing logistics for and providing support to consultants, and processing their paperwork;
  • Developing relationships with consultants and international and local partners for live proposals and conducting research to identify partners where proposal teams identify gaps;
  • Coordinating with partners on PTAs/TAs for proposal inputs and tracking them as appropriate;
  • Drafting capacity statements and other documents to support marketing and positioning of CNFA for identified opportunities;
  • Supporting country- or regional-portfolio management to identify and track opportunities including participating in regular discussions with field teams to identify upcoming opportunities; conducting competitive analysis and technical research for upcoming opportunities; and identifying potential staff and partners for upcoming opportunities;
  • Representing CNFA at conferences, workshops, meetings, and other industry gatherings; and
  • Other duties as assigned.

Qulaifications

  • Minimum Bachelor’s degree from an accredited college or university;
  • At least one year of experience in proposal preparation or related professional experience required;
  • Two or more years of relevant international development or other relevant long-term experience highly desirable;
  • Experience working and living in a developing country desired;

Communications Specialist

Under the supervision of the Deputy Chief of Party, the Communications Specialist will be responsible for developing and supervising the project’s communication strategy and activities, including the development of branding and marking marketing materials approved by USDA and the organization of PRO-Cashew events and public communication. He/she will also be responsible for the semi-annual quarterly reporting process including quality control of all these reports, branding and marking of the project and development of success stories and press releases.

Roles and Responsibilities:

  • Develop and oversee the dissemination of communication materials including, but not limited to, success stories, press releases, brochures, presentations, speeches, discussion points and additional marketing material.
  • Regularly communicate project activities and impacts to Headquarters and stakeholders in CNFA. This includes the submission of quarterly deliverables to the headquarters of CNFA.
  • Responsible for weekly, monthly and quarterly reports/updates for the USDA and CNFA headquarters. Coordinating the written contributions of the program team in a consolidated report document.
  • Ensure project compliance with the USDA and CNFA branding and marking plan.
  • In close collaboration with the operations and procurement officer, respond to CNFA and USDA ad hoc communication requests.
  • Assist in the completion of the Office Photo Library and documentation of ProCashew’s brochure, workshops and publications and the dissemination of printed materials.
  • Lead logistical support and ensure good coordination in the preparation of high-level meetings, workshops and public events.
  • Continue to develop and manage an extensive library of videos, photographs and project documents. Subsequent steps will include short videos of the project.
  • Responsible for producing high quality reports within the timeframe, including monthly, quarterly, semi-annual and yearly reports to be submitted to the USDA.
  • Organize public events for the project included prepare invitations, agendas, and press kits, organize the logistics and venue of public events, ensure the marketing and branding of CNFA and USDA.
  • Organize quarterly internal learning events and document the results of these events. 
  • Support development and contribute to success
  • Undertake other tasks or tasks at the request of the project leader.
  • Develop 6 success stories per year.
  • Prepare a draft of the executive summary of the biannual and annual reports.
  • Participate in the organization of donor and CNFA visits to the ProCashew project.

Qualifications

  • Five years of experience in communications and media, including the management and launch of promotional events and materials for donor-funded projects;
  • BAC + 4 or higher level in media, communication and international development;
  • Proficiency in written English and advanced level of French. Fluent in French and advanced English speaker;
  • Excellent organizational skills and ability to work in an environment where activities take place at a rapid pace;
  • Ability to prioritize and manage multiple tasks simultaneously;
  • Work experience on the USDA or USAID branding and tagging strategy, including the development of one-pagers, sectoral information sheets and success stories, one more;
  • Excellent communication and writing skills.

The five-year USAID Feed the Future Nigeria Agribusiness Investment Activity aims to strengthen the enabling environment for agribusiness finance and investment. To achieve this goal, the Activity focuses on four interrelated components: (i) improving the enabling environment for agricultural sector growth; (ii) broadening access to finance by mitigating the credit risks of agribusinesses; (iii) promoting and facilitating investment opportunities for agribusinesses to expand and scale up operations; and (iv) sustainably enhancing the performance of agribusiness micro, small and medium size enterprises (MSMEs). In line with the U.S. and Nigerian governments’ commitment to growing the non-oil-based economy, these efforts will increase the depth, breadth, dynamism, and competitiveness of Nigeria’s agribusiness sector.

 

Position Description

The Agribusiness Investment Activity (the Activity) is seeking a Gender and Youth Specialist to provide periodic and ongoing support to gender and youth mainstreaming and monitoring interventions over the course of the Activity’s implementation. Reporting to the COP, the Consultant will support the Activity’s programmatic efforts by implementing, refining, monitoring and generating lessons learned from an existing gender and youth integration methodology and action plan that aims to effectively engage women, youth and other vulnerable groups. The purpose of this call for experts is to develop a roster of qualified gender and youth specialists to support the Activity as and when needed. 

Duties and Responsibilities:

  • Refining, updating and supporting implementation of the approved “Integration Plan for Gender and Youth.”
  • Developing programmatic materials and conducting trainings as outlined in the Plan.
  • Identifying policy, legal or regulatory constraints that present challenges to or opportunities for gender, youth, and other vulnerable groups. 
  • Identifying opportunities for the Activity’s Policy Reform Unit to address these areas in collaboration with the public and/or private sector.
  • Related to the above, soliciting ideas for gender- and youth-related Public Private Dialogues (PPDs), called for by the public sector, focused on achieving tangible policy recommendations.
  • Developing recommendations on how constraints affecting gender, youth, and other vulnerable groups can be addressed within the Activity’s three components; improving the ease of doing agribusiness; broadening access to financing; and facilitating investment promotion.
  • Supporting monitoring, evaluation and learning activities as related to the Integration Plan for Gender and Youth.
  • Performing other duties related to this assignment as requested by the COP or his designate as needed.

Qualifications:

  • University graduate with a degree in in gender studies, agribusiness, economics, sociology or a related field (Masters preferred);
  • 5+ years of relevant agribusiness and gender experience in Nigeria;
  • Experience conducting research for USAID- and/or other donor-funded programs is strongly preferred;
  • Experience working collaboratively with institutional and private‐sector partners and stakeholders in Nigeria;
  • Ability to work well in diverse teams but also productive working individually with minimum supervision;
  • Well organized, strong analytical skills, creative thinker, innovative, demonstrated personal initiative, stress tolerance, integrity and ethics;
  • Sound knowledge of Microsoft Word, Excel, and PowerPoint;

CNFA is currently seeking applications from qualified candidates for a Procurement Coordinator position for USAID funded Food-Security and Agribusiness Support (FAS) project. The Procurement Coordinator will support the Procurement Manager in executing day-to-day procurement and contract activities of the Project as per the set procedures, manual, templates and guidelines. The Procurement Coordinator will assist in the procurement of large value goods, works, and services. This position reports directly to the Procurement Manager. 

Duties and Responsibilities:

  • Support coordination of tasks related to the procurement of goods, services, and supplies;
  • Prepare standard bidding documentation as per CNFA and USAID guidelines and policies in the procurement operations manual
  • Support management of the procurement process and execute day-to-day procurement functions, such as: analyzing market conditions, verifying technical specifications or terms of reference, prepare and launch tender documents, arrange and facilitate site visits or bidders’ conferences, facilitate evaluation panels, carry out price reasonableness analysis, prepare selection memos, negotiation memos and purchase orders, etc.
  • Provide contract management support services including arranging for proper inspection, ensuring compliance with terms and conditions of contracts, addressing delays, troubleshooting problems, assisting in contract amendments, and ensuring completion of works and delivery of goods.
  • Ensure that all approvals and procurement records are kept safely and filed appropriately
  • Protect the procurement activity from fraud, waste, and abuse;
  • Other duties as assigned.

Key Qualification:

  • Minimum of a Bachelor’s degree required with education and training in procurement, public administration, or a related field;
  • Minimum of 3-5 years of relevant experience working as a procurement professional, knowledge and understanding of best practices in procurement procedures, USAID rules and regulations, project administration and follow-up, and contract management;

CNFA is currently seeking applications from qualified candidates for a Deputy Chief of Party/Program Director position to support a U.S. Department of Agriculture (USDA) Food for Progress (FFPr) program West Africa region (Benin, Burkina Faso, Cote d’Ivoire, Ghana, and Nigeria). The program aims to improve agricultural production and expand trade of agricultural products in developing countries through the donation of U.S. agricultural commodities.

The Deputy Chief of Party/Program Director will directly supervise the Production and Trade Facilitation Director, the Integrated Data Management Director, the Policy Reforms Director and the MEL Director.

Key Qualifications:

  • Demonstrated capacity to establish and maintain positive, collaborative, and productive relationships with government and other local partners is required;
  • Demonstrated experience in coordinating technical and support team’s efforts toward effective and timely implementation of program activities.
  • Supervise monitoring and evaluation framework and data collection and analysis systems to ensure accurate reporting on all project indicators.
  • A Master’s degree in agriculture, management, international development, or a related field of study or equivalent work experience required. 
  • Successful experience managing Food for Progress programs is strongly preferred;
  • Demonstrated experience working in Ag value chain production and marketing (i.e. trade, production, market linkages) or related sector is required. Preference is made for the Cashew Value Chain.
  • Experience of working within the food or agricultural private sector, in Public Private Partnerships, is strongly preferred;
  • Experience providing technical oversight and leadership to facilitate expanded trade and competitiveness of agricultural value chains preferred;
  • Experience overseeing value chain development or market systems development approach to improve a sectors market access and development;
  • Demonstrated capacity to establish and maintain positive, collaborative, and productive relationships with government and other local partners is required;
  • Demonstrated experience serving as ambassador for home office, establishing and nurturing strong relationships with donor representatives and expanding business required;
  • While the position is for a local expert, experience working in other West Africa countries such as Benin, Ghana and Nigeria is preferred;
  • 10 years in Value Chain development, and a minimum of 5 years in a project management position, managing activities, team, budget, and results;
  • English fluency required; knowledge of French strongly preferred.
