Position Summary:

CNFA is currently seeking qualified Monitoring and Evaluation (M&E) Manager candidates for the upcoming USAID-Funded Ghana Trade and Investment Activity. This Activity will facilitate the growth and development of higher-value commercial crops through investment promotion, trade facilitation, and small and medium enterprise (SME) development. These efforts will support the Government of Ghana’s plan to recapture market share, access new markets as a source of foreign exchange, and support pathways to self-resilience.

Duties and Responsibilities:

  • Responsible for all monitoring, evaluation, and reporting activities under the Activity;
  • Develop and manage systems to collect and analyze information on inputs, outputs, outcomes, and impact of the Activity;
  • Support training of M&E personnel in quality assurance methods;
  • Develop and update the Activity Monitoring, Evaluation, and Learning Plan (AMELP);
  • Report results to USAID in a timely manner; and
  • Other duties as assigned.

Key Qualifications:

  • Master’s degree or higher in monitoring and evaluation, agriculture, statistics, economics, or business administration from an accredited college or university;
  • Minimum of eight (8) years of experience in monitoring and evaluation methodologies (i.e. both quantitative and qualitative data collection, processing, and analysis);
  • Demonstrated experience in monitoring and evaluation, collaboration, learning, and adapting (CLA) approach;
  • Understanding of agricultural production, market systems, and livelihood programming; and
  • Demonstrated practical experience in using monitoring and evaluation and learning activities to inform activity implementation and results.

  • Support the development of strong M&E mechanisms, program monitoring tools and efficient systems to ensure high quality implementation;
  • Represent CNFA with partners and key stakeholders, maintain positive relationships with USAID, local authorities, and the country office team;
  • Identify and effectively manage all key risks related to the program, including compliance with donor transparency and due diligence requirements.
  • Ensure that synergies among Activity elements and grantees are capitalized upon;
  • Ensure that the Activity focus remains on achieving results;
  • Manage an effective monitoring and reporting system; and

Key Qualifications:

  • Minimum of seven (7)+ years of experience in managing agribusiness, market system development, and/or value chain development projects in Africa is required;
  • Demonstrated professional success in the areas of agribusiness, industrial agriculture, and/or building coalitions of agricultural companies is required;
  • Expertise in at least one relevant area, including economics, agricultural economics, agronomy, agricultural investment, and/or a related field, is required;
  • International donor experience is required, USAID experience is preferred;
  • Professional written and spoken fluency in English is required.

  • Develop strategic plans, annual and quarterly work plans, and overall management of the program in line with USAID guidelines and within set timelines to achieve objectives;
  • Oversee program administration, operations, implementation, and fiscal management to ensure technical and financial activity aligns with scope and budget allocations, internal policies, and donor regulations;
  • Lead team to provide effective coordination and guidance among academic institutions, local Government, smallholder farmers, service providers and other key stakeholders;
  • Support the development of strong M&E mechanisms, program monitoring tools and efficient systems to ensure high quality implementation;
  • Ensure quality control and provide overall technical and management leadership under the award; adjust programs and operations in response to USAID/Ghana technical direction;
  • Represent CNFA with partners and key stakeholders, at conferences, workshops, meetings, and other industry gatherings, maintain positive relationships with USAID, local authorities, and the country office team;
  • Manage and oversee all contract management and implementation tasks based on established USG regulations, procedures and CNFA guidelines;

Key Qualifications:

  • Master’s degree or higher in a field related to agriculture, economics, or business administration from an accredited college or university;
  • Minimum of ten (10) years of international experience and expertise in agricultural development, successfully achieving meaningful and sustainable results;
  • At least seven (7) years of experience in working with counterparts at various levels of government, as well as with non-government organizations (including private sector associations/organizations) in managing international development assistance activities;
  • In-depth knowledge of USAID policies, and regulations;
  • Excellent interpersonal skills and demonstrated ability to lead large teams and work effectively and collaboratively in team environments;
  • Strong technical expertise, management skills, and a strong command of English technical writing and communication skills.

Deputy Chief of Party – Senegal Agricultural Value Chain Services

Summary:

The Deputy Chief of Party (Value Chain Advisor Expert) must serve as a technical expert in value chain services. In addition, the DCOP will oversee the administrative functions to ensure the project meets its contractual obligations to deliver value chain services according to USAID regulations, and report results across the program to USAID and other stakeholders. The DCOP must have the following experience and qualifications:

Key Qualification:

  • A minimum a Master’s degree;
  • At least 5 years of regional/international experience, preferably with donor funded programs, in the West Africa region, in small and medium agribusiness development, supply chain logistics, value chain competitiveness, organizational and institutional development or contract farming;
  • Strong proficiency with the success in implementing programs aimed at increasing the competitiveness, commercialization, and inclusiveness of value chains;
  • General understanding of the latest developments for advancing best practices in value chain development (i.e., USAID’s value chain and facilitation approach) that reaches women, or undeserved communities living in low or middle economies;
  • Demonstrated experience managing complex private sector development programs with extensive local capacity building components;
  • Possesses the required oral, written communication, and presentations skills in French (equivalent to R4/S4) and English (equivalent to R2/S2).

Finance & Operations Manager (Local Capacity Development) – Senegal Value Chain Services

Summary:

The Finance & Operations Manager will lead the financial and administrative management of the activity but will also lead the local capacity development component of the activity that supports domestic organizations including SMEs, farmer organizations and government bodies in their journey to self-reliance. The Finance & Operations Manager must have the following experience and qualifications

  • Strong experience in accounting and/or auditing, reporting, managing subcontracts (or other sub-awards), with demonstrated knowledge of applicable regulations. To include, areas such as accounting finance or business administration and applied skills in developing and managing large budgets.
  • Professional experience interacting with U.S. Government agencies, host country governments, small NGOs, and other relevant stakeholders;
  • Possesses the required oral, written communication, and presentations skills in French (equivalent to R4/S4) and English (equivalent to R2/S2).
