1.  Introduction: The Liberia Agribusiness Development Activity (LADA) Project is a USAID program implemented by CNFA in Liberia. The goal of LADA is to strengthen the food security of Liberians and increase the income of smallholder farmers (SHF). CNFA/LADA has official operations in Montserrado and has field offices in Lofa, Bong and Nimba Counties.

As part of project activities, the CNFA/LADA Project requires the purchase and installation of an integrated rice milling system to support the operations of its grantee. The purpose of this RFQ is to solicit quotations for these items.

 

Offerors are responsible for ensuring that their offers are received by CNFA in accordance with the instructions, terms, and conditions described in this RFQ.  Failure to adhere to instructions described in this RFQ may lead to disqualification of an offer from consideration.

 

2.  Offer Deadline and Protocol: Offers must be received no later than Wednesday, September 4, 2018 @ 3:00pm local time (or 11:00am EST) by either email or hard copy delivery. Any emailed offers must be sent to mwilson@cnfa-liberia.org and copied to pbowen@cnfa.org. Any hard copy deliveries must be stamped and signed by the offeror’s authorized representative and delivered to the LADA office located at Congo Town, Tubman Boulevard, behind Cuttington Graduate School. Hard copies shall be addressed to Mark T. Wilson, Sr., Procurement Specialist. 

 

Please reference the RFQ number in any response to this RFQ. Offers received after the specified time and date will be considered late and will be considered only at the discretion of CNFA. The cover page of this solicitation summarizes the important dates of the solicitation process. Offerors must strictly follow the provided deadlines to be considered for award.

Project Description

The Feed the Future – Liberia Agribusiness Development Activity (LADA), in its 3rd year of implementation, is a five-year, USAID-funded project that aims to improve the agricultural development and food security initiatives at the community and national-level in Liberia. The LADA project aims to strengthen “aggregation clusters” through facilitating business relationships that link, suppliers, producers, processors, buyers, and investors so that all actors along the value chain can benefit from sustainable growth. To achieve this vision, CNFA will improve access to finance, quality inputs, mechanization, agricultural advice, and markets so that Liberian smallholder farmers can increase their production and participation in the market. The goal of the Activity is to expand access and use of agricultural inputs, and post-harvest handling, processing, packaging and marketing services, broadly applicable to raising incomes for Liberian small-holder farmers (SHF).

Position Description

LADA’s COP will act as the key liaison between USAID/Liberia and all other counterparts, implementing partners and Government of Liberia officials involved with the program. The COP will provide overall leadership, management and general technical direction of the entire program, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the cooperative agreement. The COP will identify issues and risks related to the program implementation in a timely manner and suggest appropriate program adjustments. The COP will serve as CNFA’s primary representative in Liberia vis-à-vis USAID, the Government of Liberia, and other key stakeholders. This is a one year non-family position with the potential for a one year extension.

Position Responsibilities:

  • Lead all aspects of the program including management, monitoring, and reporting;
  • Ensure that the program’s technical approach, methodologies and activities are technically sound, feasible and relevant to the success of the program;
  • Provide programmatic guidance to the program staff as well as the implementing partners;
  • Represent LADA as needed at meetings, conferences and other networking events in Liberia and possibly in other countries (with USAID’s approval); and lead key stakeholder meetings;
  • Ensure all activities are carried out in accordance to the LADA work plan; and accelerated when possible;
  • Oversee the performance of international and local sub-implementers and support productive business partnerships with them;
  • Manage the human, equipment and financial resources in the field with strict adherence to CNFA, USAID and the Government of Liberia regulations;
  • Develop and maintain a cohesive, effective and integrated team in main offices and regional offices;
  • Develop the project’s network of partners in Liberia including relevant government institutions, private companies, associations, USAID-funded projects and other donors;
  • Oversee the preparation of LADA progress reports including quarterly, annual and end of Activity reports; and review all contractual deliverables (value chain strategy, cost benefit analysis, work plans, quarterly and annual reports, grant reports etc.) and outreach materials for thoroughness, accuracy, quality and timely completion;
  • Ensure that CNFA maintains the appropriate legal status (through bilateral agreement coverage or other) to effectively operate in Liberia;
  • Communicate regularly with USAID-Liberia and CNFA HQ;   
  • Collaborate with CNFA’s LADA Program Management Unit, based in Washington DC, for all issues related to the backstopping of the project;
  • Ensure that appropriate security procedures are followed by the project staff; and
  • Undertake other assignments or tasks at the request of his/her supervisor.

Qualifications

  • Required experience:  15+ years of experience in managing donor-funded agricultural development projects; 7 years of experience with promoting agribusiness, private sector led agricultural growth, and value chain development;
  • Demonstrated experience and leadership in the formation of market linkages, supply of technical assistance and inputs to smallholder producers, creating producer–market linkages, public-private partnerships and corresponding business/investment plans;
  • Demonstrated knowledge and experience in establishing recognized food quality and safety standards for postharvest practices as well as experience in and working with private sector in agricultural development.
  • Experience managing USAID-funded projects with a value greater than $10 million is required;
  • Experience in West Africa is required, preferably in Liberia;
  • Demonstrated ability to successfully lead and manage complex development projects with policy elements;
  • Experience managing USAID-funded projects strongly preferred;
  • Master’s degree in related field is required;
  • High level of fluency in written and spoken English is required.
