DISTRICT MANAGERS (10): Feed the Future Rwanda Hinga Weze


CNFA is a US-based nonprofit nongovernmental organization (NGO) that works to stimulate economic growth and improve rural livelihoods in the developing world by empowering the private sector through five core capabilities: (1) Productivity, Food Security and Nutrition; (2) Input Supply and Farm Services; (3) Economic Resilience and Rapid Recovery; (4) Value Chain Development; and (5) Volunteer Technical Assistance. CNFA assists smallholders in increasing household-level food security and nutrition through improved agricultural practices, introduction of new varieties, diversification of crop production, food preservation and storage, development of farmer-based organizations (FBOs), and strengthened linkages to markets.

Program Description Feed the Future Rwanda Hinga Weze:

The primary objective of the Feed the Future Rwanda Hinga Weze activity is to sustainably increase the income of smallholder farmers, improve the nutritional status of Rwandan women and children, and increase the resilience of the agriculture and food systems to the changing climate.

Position Description:

Reporting to the DCOP and Senior Agronomist or designee, the District Manager will oversee all interventions of Feed the future Rwanda Hinga Weze in each assigned district.

Job Location:

The District Managers will be based in the following ten districts targeted by Feed the future Rwanda Hinga Weze: Gatsibo, Kayonza, Ngoma, Bugesera, Nyamagabe, Nyabihu, Ngororero, Rutsiro, Karongi and Nyamasheke.

Duties and Responsibilities:

    §  Manage and oversee the technical implementation of Hinga Weze activities at the district office;

    §  Manage and supervise the following district staff: District Agriculture and Productivity Officer; District Business, Market and Finance Development Officer; District Nutrition and Gender Officer; District Outreach Officer, and District Monitoring and Evaluation Officer.

    §  Liaise with RDO, Imbaraga and other subcontractors to discuss how the above mentioned technical staff is involved in the implementation of Hinga Weze activities at the district level.

    §  Ensure adherence to the proposed work plan and completion of district-level activities and collaboration in accordance with CNFA and USG policies and regulations;

    §  Ensure that project activities align with project implementation plans and calendar;

    §  Liaise with the District Coordination Committee to ensure that Hinga Weze activities align with district mission and development objectives;

    §  Supervise respective district-level staff and ensure that they liaise with district authorities to coordinate activities and work planning by participating in Joint Action Development Forums, the elaboration of District Development Plans, and other district-level planning activities with national and international donors, as appropriate, to ensure an integrated approach between Hinga Weze activities and those at the local level.

    §  Collaborate with district authorities and other stakeholders for smooth implementation of Feed the Future Rwanda Hinga Weze activities;

    §  Oversee day-to-day management of Hinga Weze field operations in the district;

    §  Serve as district liaison between Hinga Weze and implementing partners;

    §  Represent Hinga Weze in meetings regarding the implementation of Hinga Weze activities in the district;

    §  Provide overall and technical support to Hinga Weze district staff, ensuring compliance with Hinga Weze guidelines for activity implementation, including visiting sites where Hinga Weze activities are being implemented on regular basis;

    §  Establish schedules for Hinga Weze district staff and monitor implementation of activities;

    §  In collaboration with the Hinga Weze District Monitoring and Evaluation Coordinator, critically analyze reports of Hinga Weze district staff to ensure that they are meeting quality standards and contributing to the achievement of Hinga Weze objectives and targets;

    §  Serve as a member of the grant selection committee;

    §  Coordinate monthly, quarterly and annual work plans;

    §  Prepare weekly, monthly, quarterly and annual reports, and other reports as needed


    §  A Rwandan citizen with a minimum of a Bachelor’s degree in agriculture, agricultural economics and agribusiness, or rural development and business administration;

    §  Minimum five years’ experience in project planning, project evaluation, agricultural extension, background in improving farmer incomes and market and finance access, experience working with local financial institutions, agriculture extension services, and nutrition-sensitive agriculture;

    §  Experience in collaborating with the districts;

    §  Minimum five years’ experience working with international NGOs, with at least two years’ experience in a managerial position;

    §  Demonstrated ability to interact and communicate with a wide range of stakeholders, both verbally and in writing;

    §  Effective collaborator, with willingness to innovate and ability to think systematically;

    §  Proven experience in managing multiple and competing tasks while maintaining quality deliverables within deadlines;

    §  Possession of a motorcycle driving license would be an advantage;

    §  Fluency in Kinyarwanda and English, and working French, would provide additional value.
