Grants and Compliance Specialist

Program Description: 

The Food Security and Agribusiness Support (FAS) program is a five year, $23 million USAID funded program implemented by CNFA in Egypt. The goal of FAS is to increase agriculture-related incomes of smallholder farmers in Upper Egypt. The program will achieve this goal by implementing a market-driven approach that facilitates sustainable, pro-poor value chain development and helps smallholders increase access to domestic and export markets. The market-driven approach will be supported by four interrelated components: 1) improved on-farm production, 2) more efficient post-harvest processes, 3) improved marketing of agriculture crops and products, and 4) improved nutritional status, especially for women and children. 

FAS has a $5.75 million grants fund, which will be used to refurbish and develop productive infrastructure, catalyze innovation, stimulate investment, and support the development of critical value chain segments. The grant fund will also leverage $2.6 million of private sector investment by the end of the project.

Position Summary:

This position is a one-year post located at the program office in Luxor, Egypt. The position is contingent upon receiving authorization to work in Egypt. The Grants and Compliance Specialist will support compliance, grants management, and program operations functions as a member of the FAS operations team. The Grants and Compliance Specialist will support the design, roll-out, and day-to-day implementation of the $5.75 million FAS grants program working closely with the Grants Manager and Director of Administration. The Grants and Compliance Specialist will focus on the process and compliance aspects grant making and procurement, ensuring that the program is carried out in accordance with USAID regulations and the approved grants manual and procurement manual.  

Duties and Responsibilities

  • Review and support the operationalization of the FAS grants manual and procurement manual. Make recommendations to streamline processes for efficient and compliant implementation.
  • Together with the Grants Manager, design and document the grantmaking process. Draft grant solicitations, participate in the selection process, conduct pre-award risk determinations, prepare/review documentation for CNFA HQ and/or USAID approval, support monitoring and reporting on grant activities.
  • Take a hands-on approach to supporting the implementation of grants and operations program functions to support the on-time implementation of technical program activities. Seek flexible solutions to support technical activity implementation while maintaining compliance.
  • Support the development and on-time implementation of the grants component of the annual workplan.  
  • Organize and maintain all project documents and files related to grants and procurement including solicitations, related correspondence, selection memos, pre-award risk assessments, approval requests and memos, grant agreements, and monitoring and reporting documentation.
  • Coordinate and liaise directly with CNFA HQ (including the program management unit and Operations and Compliance department) on grants and compliance questions and issues.
  • Ensure compliance with the approved grants manual and all USAID rules and regulations governing grants and procurement processes as well as CNFA best practices.  
  • Support the COP, Director of Administration, and Grants Manager as needed.
  • As requested by the COP, attend and participate in meetings with the USAID mission and respond to information requests.
  • Participate in weekly coordination calls with the FAS COP and program management unit.
  • Support strategic operations priorities as requested by the COP and/or CNFA HQ. Priorities may include procurement, process improvement, reporting, recruitment, finance, and other general program operations tasks.  

Candidate Qualifications

  • Bachelors’ Degree in a relevant field (Business, agricultural economics, international relations) required; 
  • A minimum of 5 years of experience implementing USAID-funded development projects required, interest and experience in Egypt desired;
  • Significant experience with USAID rules and regulations/compliance issues, procurement, grant programming, and general programmatic backstopping required;  
  • Demonstrated strong interpersonal skills, and clear, concise written communication skills required;
  • Outstanding organization skills with a high level of attention to detail;
  • Ability to maintain composure and flexibility under tight deadlines, and collaborative approach to facilitating communications between various stakeholders including colleagues, grantees, CNFA HQ, USAID, and partners;
  • Demonstrated ability to prioritize effectively and manage multiple competing priorities;
  • Ability to work independently and a self-starting work style.
