Grants Monitoring Officer

 Background and Purpose

 

The Food Security and Agribusiness Support (FAS) program is a five year, $23 million USAID funded program implemented by CNFA in Egypt. The goal of FAS is to increase agriculture-related incomes of smallholder farmers in Upper Egypt. The program will achieve this goal by implementing a market-driven approach that facilitates sustainable, pro-poor value chain development and helps smallholders increase access to domestic and export markets. The market-driven approach will be supported by four interrelated components: 1) improved on-farm production, 2) more efficient post-harvest processes, 3) improved marketing of agriculture crops and products, and 4) improved nutritional status, especially for women and children. 

 

Position Summary:

 

The Grants Monitoring Officer is responsible for monitoring grantees under the Project, which include private businesses and cooperatives/associations. The Grants Officer tracks grantee performance in compliance with USAID and CNFA guidelines by collecting both programmatic and grant specific data to measure grantees’ progress towards agreed upon business and social achievements. The grantee monitoring will be conducted via visiting the grantees to observe and report on technical, as well as programmatic implementation of grants. The Grants Monitoring Officer will collect data like the number of beneficiaries served during the month, types of services/training grantee provided, number of jobs created, etc. This position reports directly to the Business Development Services Team Leader and is based in Luxor. This position requires extensive travel in Upper Egypt and applicant should be able to travel up to 70% of the time. 

Duties and Responsibilities:

  • Support the Business Development Services Team leader in monitoring and tracking grantee business and social performance and implementation of activities according to USAID and CNFA policies
  • Collect grantee data for monitoring and oversight of the Project grants implementation;
  • Assist in development and implementation of processes and methodologies to ensure consistent data collection with grantees
  • Provide feedback and coaching to grantees to effectively submit quality data to Project
  • Assist in inputting grantee data to online database
  • Contribute to regular project reports, work plans, success stories and other deliverables including grant reports
  • Develop a project grantee tracking system;
  • Maintain necessary grant documentation and reporting in accordance with USAID and CNFA guidelines;
  • Identify issues and risks related to grant program implementation;
  • Other duties as assigned;

Requirements:

  • Knowledge of agriculture economics, business management and/or food security is a must – Either a Masters’ degree or a Bachelors’ degree with 5+ years of experience is required – International donor experience is required, USAID experience is preferred
  • 2+ years of experience in M&E for international development programs
  • Demonstrated understanding of tracking and monitoring business performance for agricultural businesses and cooperatives/associations
  • Demonstrated experience in developing and operationalizing a comprehensive M&E plan is required and relevant experience with USAID projects is preferred
  • Expertise in innovative data collection, management, sharing, and visualization is required
  • Fluency in Arabic and very good English is a must
