Project Description:

The U.S.-Pakistan Partnership for Agricultural Market Development (AMD) is a USAID funded project that aims to improve the ability of Pakistan’s commercial agriculture and livestock sectors to compete in international and national markets in four targeted product lines: meat, high value and off-season vegetables, mangoes and citrus. AMD will act as a catalyst for development and investment in its targeted product lines by actively promoting cooperation and coordination amongst the value chain actors and ancillary service providers. AMD’s implementation strategy is underpinned by a strictly commercial and market driven approach with a clear focus on strengthening market access for its partner organizations, and supporting international marketing and sales efforts.

AMD encourages investments in its four target product lines through offering matching grants and technical assistance, and empowering stakeholders by developing synergies, upgrading and streamlining supply chains, providing technical assistance to optimize profit margins, and increase participation of women entrepreneurs, thereby helping make Pakistani meat, high value and off-season vegetables, mangoes and citrus more profitable and competitive.

Objective of the Technical Assistance

The objective of this assignment is to provide technical assistance to AMD’s eBeam intervention by conducting an opportunity analysis to identify potential food products for the eBeam irradiation facility being supported by the AMD project. The analysis will be based on (1) capacity and specifications of the eBeam equipment and facility of AMD’s beneficiary grantee; (2) AMD’s product target lines; and (3) product availability and quantities in Pakistan. The further objective of the technical assistance includes development of food irradiation process for prioritized food products identified in the opportunity analysis and will include flow diagrams; identification of the critical control points; record keeping and documentation procedures; technical, regulatory, and quality assurance programs; list of compulsory international certifications. Potential export markets will also be identified.

Specific scope and deliverables for the assignment are given in the proceeding sections.

 

Assignment Scope:

The STTA tasks will include but not be limited to:

·         Develop work plan for the execution of the ISTTA assignment in consultation with AMD staff for COP and CTA for approval within the first week of engagement; 

·         Background reading of relevant documentation on AMD grantee’s eBeam equipment specifications and capacity (Provided);

·         Discussions and meetings with key stakeholders and onsite visit to eBeam facility at Karachi;

·         Based on visit and meetings and in collaboration with the AMD team, undertake an opportunity analysis to identify potential food products for an eBeam irradiation facility. The analysis to be based on:

o   capacity and specifications of the eBeam equipment and facility of AMD’s beneficiary grantee;

o   AMD’s product target lines; and

o   product availability and quantities in Pakistan.

·         Develop a detailed document on the food irradiation process for prioritized food products identified in the opportunity analysis. Process document to include flow diagrams; identification of the critical control points; record keeping and documentation procedures; technical, regulatory, and quality assurance programs; list of compulsory international certifications and potential export markets; and

·         Any other tasks assigned by the COP or Chief Technical Advisor relating to AMD supported eBeam activities.

Deliverables:

1.       Develop a detailed work plan for the ISTTA (first day of assignment commencement);             

2.       Draft report on the opportunity analysis to identify potential food products for an eBeam irradiation facility. Report to be based on: capacity and specifications of the eBeam equipment and facility of AMD’s beneficiary grantee, AMD’s product target lines and product availability and quantities in Pakistan;

3.       Draft report on the food irradiation process for five (5) of the prioritized food products identified in the opportunity analysis. Report to include flow diagrams; identification of the critical control points; record keeping and documentation procedures; technical, regulatory, and quality assurance programs; list of compulsory international certifications and potential export markets; and

4.       After review and input by the AMD team, submit final reports on the opportunity analysis and food irradiation processes for products identified along with a power point presentation(s) using the AMD template within 5 business days of completion of review by AMD.

Estimated level of effort (LOE) for the assignment:

21-total days as follows:

International travel from Europe Week 1 = 1 day; Week 3 = 1 day. Total of 2 days.

Data gathering, meeting with key stakeholders and site visit for Opportunity Analysis and Food Irridiation Processes documentation including draft report writing Week 1 = 5 days, Week 2 = 6 days; Week 3 = 5 days. Total 16 days.

Final report preparation (from home office) Week 4 = 3 days.

Total STTA days = 21.

 

Knowledge, Skill and Ability Requirements:

The international consultant should have:

·         Advanced degree in the field of radiation. Advanced degree in food sciences a plus;

·         Minimum of 5-years of experience with food irradiation and food safety on a commercial scale;

·         In-depth knowledge of irradiation regulatory and quality assurance programs;

·         Prior experience of working at senior level consulting assignments with a focus on irradiation technology a plus;

·         Willingness to travel to and in Pakistan

·         Demonstrated ability to work in a team;

·         Demonstrated interpersonal and communication skills;

·         Documented excellent English writing skills and oral fluency.
