International Recruiter

Position Summary


CNFA is seeking an International Recruiter for a position out of our Headquarters in Washington D.C. The International Recruiter will be a part of our dynamic New Business Team and be responsible for sourcing the best possible candidates and matching them to temporary and/or permanent positions for proposals and existing projects. The International Recruiter will focus on talent sourcing, candidate identification, networking and relationship building with potential candidates, attending networking events, and serving as a strategic staffing partner to internal customers. 

Duties and responsibilities:

  • The International Recruiter will be primarily responsible to lead the sourcing and selection of candidates by:
  • Managing job advertising, assisting with job description and/or statement of work development;
  • Actively using CV/resume databases, networks, social media and other mediums to identify and attract experienced international development professionals and consultants;
  • Collecting information to verify applications and background check forms;
  • Screening, evaluating and ranking of applicants based on qualifications relevant to the job description or statement of work for proposals and/or existing projects;
  • Conducting initial interviews with identified candidates, checking references and biodata forms and distribute ranked evaluation notes to proposal and/or project managers for selection and action;
  • Working with proposal and/or project managers to schedule candidate;
  • Manage communications with candidates and proposal and/or project managers to ensure optimal timing of the recruitment process;
  • Negotiating the employment terms and conditions with selected candidates, ensuring compliance with both CNFA internal processes and client requirements;
  • Actively participate in job fairs and other networking, marketing events;
  • Actively work as part of proposal teams to anticipate and plan for upcoming recruitment activities;
  • Attend New Business Development team meetings as required;
  • Occasionally assist in formatting, spinning and finalizing CVs for inclusion in proposals, as assigned; and
  • May be required to work on special projects or other duties, as assigned.


  • Bachelor’s Degree in Human Resources Management, Business Administration, International Relations, Public Administration or related field required;
  • A minimum of 5 years of experience in the recruitment of multi-disciplinary staff for international development projects and proposals;
  • Working knowledge of current USAID rules and regulations;
  • Strong interpersonal and customer service skills;
  • Strong written, presentation/verbal, and negotiation skills;
  • Capacity to function well on a team and as an individual contributor;
  • Extremely organized with the ability to manage deadlines;
  • Proven experience using current recruitment and social media tools; preference for experience using LEVER applicant tracking system or similar ATS;
  • A proven methodology for getting hard to source candidates;
  • Fluency in English, both written and oral; abilities in a second language preferred;
  • Ability to travel internationally when needed (approximately 10% annually);
  • US work authorization required.
