M&E Specialist

Project background:

CNFA is currently seeking applications from qualified Ivorian candidates for an anticipated project supporting the U.S. Department of Agriculture’s Foreign Agricultural Service in Cote d’Ivoire. The Food for Progress (FFPr) program aims to improve agricultural production and expand trade of agricultural products in developing countries. The FFPr provides for the donation of U.S. agricultural commodities to developing countries and emerging democracies committed to introducing and expending free enterprise in the agricultural sector. The commodities are generally sold on the local market and the proceeds are used to support agricultural development activities. This position is a local position and the salary and benefits for this position are based on local market rates in Abidjan and the applicant’s salary history.

 

Responsibilities:

  • Design monitoring and evaluation framework and data collection and analysis systems to ensure accurate reporting on all indicators for all value chains
  • Coordinate and lead baseline evaluation for all value chains and support additional evaluations
  • Design and lead the project’s Collaborating, Learning, and Adapting approach
  • Coordinate with other M&E teams on donor-funded projects to share results, best practices and lessons learned
  • Track and analyze project indicators and capture best practices and lessons learned to incorporate into project activities
  • Perform other duties as needed

Required Qualifications:

  • A masters of science degree
  • 5+ years of experience managing the monitoring and evaluation component of a USDA or other donor-funded project
  • Fluency in English and French

Desired Qualifications

  • Prior experience with projects that used the value chain approach
  • Prior experience managing the monitoring and evaluation system for a USDA Food For Progress activity
  • Familiarity with USDA’s Food Assistance Division’s M&E policy
