Regional Manager: Feed the Future Rwanda Hinga Weze

CNFA is a US-based nonprofit nongovernmental organization (NGO) that works to stimulate economic growth and improve rural livelihoods in the developing world by empowering the private sector through five core capabilities: (1) Productivity, Food Security and Nutrition; (2) Input Supply and Farm Services; (3) Economic Resilience and Rapid Recovery; (4) Value Chain Development; and (5) Volunteer Technical Assistance. CNFA assists smallholders in increasing household-level food security and nutrition through improved agricultural practices, introduction of new varieties, diversification of crop production, food preservation and storage, development of farmer-based organizations (FBOs) and strengthened linkages to markets.

Program Description Feed the Future Rwanda Hinga Weze:

The primary objective of the Feed the Future Rwanda Hinga Weze activity is to sustainably increase the income of smallholder farmers, improve the nutritional status of Rwandan women and children, and increase the resilience of the agriculture and food systems to the changing climate.

Position Description:

Reporting to Deputy Chief of Party (DCOP)/Senior agronomist, the Regional Manager will assist with the management of the district teams and coordination of subcontractors. He/she will be responsible for overseeing all Feed the future Rwanda Hinga Weze interventions in the assigned districts.

Job location

The Regional Manager will be based at Kigali but with frequent travel to the Districts.

Duties and Responsibilities:

    §  Manage and oversee the technical implementation of Hinga Weze activities in targeted districts;

    §  Ensure project activities align with the project implementation plans and calendar;

    §  Collaborate with district authorities and other stakeholders for smooth implementation of Feed the future Rwanda Hinga Weze;

    §  Assist the DCOP/Senior Agronomist with the coordination of subcontractors;

    §  Represent Hinga Weze in meetings about agricultural productivity, market development and nutrition with implementing partners;

    §  Provide overall and technical support to Hinga Weze District Managers, ensuring compliance with Hinga Weze guidelines for activity implementation;

    §  Organize follow-up with partner sites where Hinga Weze activities are being implemented on regular basis;

    §  Establish schedules for Hinga Weze District Managers, and monitor activity implementation;

    §  In collaboration with the Monitoring & Evaluation Manager, the Regional Manager should critically analyze reports made by Hinga Weze District Managers to ensure that quality standards are being met and contributing to the achievement of Hinga Weze objectives;

    §  Prepare and consolidate weekly, monthly, quarterly and annual reports;

    §  Serve as a member of the grant selection committee;

    §  Actively participate in the planning process to consolidate all district work plans

Qualifications:

    §  Rwandan citizen with at a minimum of a Bachelor’s degree in agriculture, agricultural economics and agribusiness, crop production, rural development, business management, or related fields;

    §  5 years’ experience in agricultural development, program evaluation, agricultural extension, and advising local government officials on agriculture project development, program implementation, agricultural extension services, and integration of nutrition-sensitive agriculture and pro-poor finance into agricultural policy in Rwanda;

    §  Experience in collaborating with districts and local organizations;

    §  Minimum five years’ experience with international NGOs, with at least 3 years’ experience in managerial positions;

    §  Experience working with USAID-funded programs would be an advantage;

    §  Demonstrated skills in leadership, community mobilization, agricultural extension, and management;

    §  Demonstrated ability to interact and communicate with a wide range of stakeholders, both verbally and in writing;

    §  Effective collaborator, with willingness to innovate and ability to think systematically;

    §  Proven experience in managing multiple and competing tasks while maintaining quality deliverables within deadlines;

    §  Capable of working under pressure;

    §  Excellent communication skills, with a good command of English and Kinyarwanda; knowledge of French would be an advantage;

    §  Knowledge of Microsoft Word, Excel and Power Point
