The primary objective of the Feed the Future Rwanda Hinga Weze activity is to sustainably increase smallholder farmers’ income, improve nutritional status of Rwandan women and children, and increase the resilience of the agriculture and food systems to the changing climate.

Position Description

Reporting to the Business, Market, and Finance Development Specialist, the Senior Access to Finance Advisor is responsible for leading, designing, and facilitating implementation of project activities aimed at increasing access to credit for farmers to ensure financial sustainability for beneficiaries after the project ends. The Senior Access to Finance Advisor is based in Kigali

Duties and Responsibilities

  • Responsible for developing a training and technical assistance program, implemented by Business, Market, and Finance Development Officers, to ensure that cooperatives, processors, traders, and other stakeholders understand the range of risks entailed in value chain financing;
  • Lead an assessment to determine how smallholders access credit to purchase inputs that will inform the engagement of VSLAs, MFIs, and commercial banks in identifying gaps and tailoring their financial products and services for smallholders;
  • Lead activities that address liquidity shortages experienced by farmers and provide technical assistance for financial institutions on products that meet these needs such as index-based weather insurance, warehouse financing, and cash-flow-based lending;
  • Responsible for collaborating with the District Business, Market and Finance Development Officers to support the development of new financial products for smallholder farmers;
  • Work with the Post-Harvest Handling Advisor and the Value Chain Development Advisor to address financial constraints facing cooperatives, link them with local finance institutions, and assist their loan applications;
  • Coordinate with relevant technical leads in the field and the Kigali-based the Business, Market, and Finance Development Unit to ensure smooth implementation of access to finance activities;
  • Undertake other assignments or tasks at the request of the Business, Market, and Finance Development Specialist and Chief of Party.


  • Advanced degree in Finance, Business Administration or a related field;
  • At least 12 years of professional experience in banking, micro-finance, rural and agriculture investment finance; business development services, and private sector development for donor-funded projects, non-profit organizations, and private sector banking for donor-funded projects.
  • Technical experience with INGOs (non-governmental organizations) and INGO procedures, knowledge of USAID procedures a plus;
  • Demonstrated ability to interact and communicate with wide range of stakeholders both verbally and in writing;
  • Effective at collaboration; willingness to innovate and ability to think systematically;
  • Proven experience in managing multiple and competing tasks while maintaining quality of deliverables within deadlines;
  • Fluent speaker of English, Kinyarwanda and French.
