Short term Expert Trainer in Personal Effectiveness Skills

1.      BACKGROUND INFORMATION

The Investment Promotion and Business Linkages Activities project in Ghana falls under Key Result 4 of Ghana Employment and Social Protection programme and focus on the following interventions:

  Key activity c) promoting equity and quasi equity-based investment into small and medium-sized enterprises with a focus on the agribusiness value chain following a structured sequence of investment promotion activities, such as identifying potential investors, preparing investment briefs to key target investors, supporting promotion campaigns, providing investor management. A preferred target of this activity will be ‘Impact Investment Funds’, which measure their return on investment not only in financial terms, but also in terms of jobs created as well as social and environmental impact; and

  Key activity d) promoting business linkages in selected value chains between large companies and local small and medium sized enterprises (SMEs).

The above-mentioned activities will follow a structured approach, including identifying lead companies and viable local suppliers of goods and services, which will be strengthened to ensure specifications for service and product delivery can be met and contractual business relationships with large corporations can be established as well as to facilitate access to finance for the participating local SMEs.

The project which is based in Accra but will cover the whole of Ghana has a focus on the agri-business sector and is to be implemented in close cooperation with the Association of Ghana Industries (AGI), building on their significant network of SMEs in Ghana.

The direct beneficiaries of the contract are the Small and Medium sized Enterprises, large companies and investors (foreign and domestic notably impact investors). Other stakeholders include Private Sector organisations and the European Business Organisation in Ghana (EBO Ghana) as well as Public institutions such as the Ghana Investments Promotion Centre (GIPC) which should be involved at all steps.

Overall objective, Purpose and Results of the Project

The overall objective of the Project is to contribute to the holistic approach of the Ghana Employment and Social Protection programme by supporting employment and social protection and supporting the agenda of the Government of Ghana (GoG) as far as MSMEs and their development with business development services, advocacy and access to finance predominantly along the agricultural value chain given its employment potential.

The Project is to be delivered in close cooperation with the Association of Ghana Industries (AGI) and its purpose is two-fold:

1.     Organise and implement an Investment Promotion campaign; and

2.     Implement Business linkages and export development programme

Main results to be achieved are as follow:

Result 1: Equity based investment in Ghanaian Agribusiness Value Chains is promoted, and in particular the presence of Impact Investment Funds is increased in Ghana;

Result 2: Business between large companies at the top of a value chain and new suppliers is generated; and

Result 3: Export development in the ECOWAS region is promoted.

All in all, the Investment Promotion and Business Linkages Activities project in Ghana subsidizes the implementation of the Ghana Shared Growth and Development Agenda II (GSGDA II) with specific inputs to the Private Sector Development Agenda and the National Export Strategy.

2. OBJECTIVE AND EXPECTED RESULTS OF THE ASSIGNMENT

The Association of Ghana industries (AGI) is the implementation partner of the Project and a relevant private sector entity whose institutional and present business models are consistent with its purpose of promoting national industries in the country and abroad and supporting the development of the sector. However, the AGI feels its business model should evolve into more demand driven pro-active activities and the project has agreed to support such intention.

The objective of the present assignment is to strengthen and improve professional effectiveness in the work environment and, therefore, increase the AGI’s overall performance capacity.

Target groups

The training will target middle and senior level managers and project managers and technical staff from AGI and other Project counterpart entities, namely Ghana Investment Promotion Centre (GIPC), the Ghana Export Promotion Agency (GEPA) and the Ghana Commodity Exchange (GCX).

 

Results to be achieved

It is expected the assignment attains the following results:

1.       Participants have a consistent understanding of effectiveness at work and how to use it in a consistent and logical way; and

2.       Participants are capable of improve their own professional effectiveness and getting the maximum out their collaborators and fellow Colleagues for purposes of a result-oriented working environment.

3. ASSUMPTIONS AND RISKS

Assumptions

  The training – foremost for AGI staff – attracts sufficient interest and AGI management promotes the Action;

 Participants have the educational background and level of responsibility in AGI to benefit from the training in an effective way; 

 Selected staff from the AGI and other project stakeholders are willing to participate in coaching sessions and interested in improving their effectiveness; and

The training course is attractive and methodologically realistic and incites to implementation of effectiveness leads.

 

Risks

 The training programme fails to respond to the expectations of the participants in terms of practical use;

 Some Beneficiary entities may have a top down management system which disregards or reduces personal initiative and, therefore, restrains effectiveness; and

Participants are too junior too immediately benefit from the training.  

4. SCOPE OF THE ASSIGNMENT

Description

The assignment consists of delivering a two-days training course on developing Personal Effectiveness Skills. It is expected the Trainees have a level of responsibility in their workplace and are therefore supervising other staff and assuming functions which may be: general management, human resources, business services delivery, customer / counterpart relations, finance, monitoring and evaluation.

More specifically, the Trainer should perform a quick one-day assessment of AGI’s functional flow-chart and procedures in place to engage on actions and profile nominated Participants in the fundamentals of the subject matter by, among other tools, using a checklist and interview AGI nominated staff to the training.

Subsequently, the Trainer will develop a training outline to introduce the subject matter and address detected constraints and respond to needs for improvement and this task should not take more than 1,5 working-days. The training course should avoid long theoretical inputs and remain as active and dynamic as possible to capture the attention of the Participants. To this effect, short duration videos, practical exercises and addressing real-life professional situations or other methods are suitable methods/tools.

The complete final version of the training course which should be shared with the Technical Assistance of the Project for comments and/or endorsement. For general reference the training may cover the following sub-subjects (but not limited to):

         i.            Developing skills for personal effectiveness (clarity of purpose, communication, anticipating and planning, conflict management, meet timelines, inspiring)

        ii.            Diagnosing one’s time management and sources of inefficiencies

      iii.            Prioritizing in function of one’s responsibilities, objectives and expectations from his/her partners

      iv.            Problem solving

        v.            Managing individual agendas and meetings, active listening practice

      vi.            Optimizing professional writings

     vii.            Managing and communicating in situations of professional stress

   viii.            Preparing and making presentations which make an impact

The training course will be followed by a one-day of coaching of selected staff of AGI at their workplace and the final coaching process and methodology and planning will be defined by the Trainer and confirmed by the Technical Assistance. However, the process should ensure targeted Trainees are provided specific guidance for improvements and the coaching process remain positive and avoids embarrassing situations.

Trainees who are open to the coaching initiative should also agree to the presence of third parties from entities invited to the training and have express interest in sending their most committed Participants to attend such sessions. These should be confirmed by the Trainer to make sure they are / can be suitable replicators.

 

Geographical area to be covered

Training shall be delivered in Accra (Ghana) at a location decided by the Project.

 

Technical Deliverables

The Trainer is expected to produce the following outputs:

A concise yet consistent analysis on the effectiveness of AGI’s management model and a basic profile of Participants working environment nominated by AGI and stakeholders.A complete training programme including but not limited to: schedule, programme outline and contents, methodological approach and necessary support and training material and tools and quick assessment exercise (individual questionnaires);A consolidated document analysing results/feedback of a post-training evaluation of the training based on individual questionnaires distributed at the end of the training programme;A methodological proposal for engaging the coaching process;A consolidated document with conclusions and recommendations after the coaching sessions subsequent to the training programme;A final report with all above documents in annex.

Note: The report template shall be provided by the Project office and all technical documents produced by Trainer must comply with the Project’s requirements for Communication and Visibility and templates may be provided as suitable.

 

Management and coordination

The non-key short-term Expert Trainer works under the supervision of the Team Leader and instructions from the Key Expert responsible for the sub-activity under which falls the assignment. The Team Leader will replace the Key Expert as and if need.

However, non-key short-term Expert Trainer ultimately reports to the Project Manager at AESA.

The non-key short-term Expert Trainer may liaise with the Project office prior to the commencement of the training assignment in order to clarify the objectives and logistic arrangements.

The reasonable reproduction costs for the training material shall be covered by the Project. However, the training materials shall be provided within a reasonable timeframe.

   LOGISTICS AND TIMING

The operational base for this contract is Accra, Ghana. More specifically, the short-term Expert Trainer will liaise with the Project Office established at AGI – Association of Ghana Industries, Trade Fair Centre, La-Accra, Accra North.

Furthermore, unless special authorisation granted by the Team Leader, the Trainer will work from the Project office or at training venues throughout the duration of the assignment.

Start date & Contract duration

The intended start date is late July 2019 and the intervention is for an estimated total of 5 working days in-country. The breakdown of working days can be, as follows:

         i.            Up to 1,5 working days for the preparation of the assignment;

        ii.            A maximum of 2 working days for the delivery of the training course;

      iii.            Not more than 1 working day for the coaching sessions; and

      iv.            Final report and annexes (see Technical Deliverables section) produced over 0,5 working day.

 REQUIREMENTS

Expert profile

The contract will be implemented by one Expert capable of meeting the following requirements:

General

-Higher education degree in Management, Economics, Psychology, or other relevant degree;

-A minimum of 5 years of relevant and mixed professional experience in human resources management, functional management as well as -Developing training curricula and delivery as well as on the job coaching;

-Excellent interpersonal and communication skills;

-Computer literate (Word, Excel, PowerPoint);

-Fluency in written and spoken English is required.

Specific

-At least 3 years of specific experience in training on Personal Effectiveness Skills;

-Having conducted at least three times training in Personal Effectiveness Skills;

-Having conducted coaching sessions in the context of change management and institutional development / strengthening.

-Previous training experience in Africa and, specifically, in Ghana is considered an advantage.

  REPORTS

Reporting requirements

The short-term Expert is required to submit one final report at the end of the intervention (see Technical Deliverables section).

 

Submission and approval of reports

Approval of report(s) is secured by the Team Leader at the end of the assignment and following initial endorsement of all technical products (see Technical Deliveries section) by the Key Expert responsible for the coordination of the assignment.

However, AESA is the ultimate responsible for the approval of the report.

Regardless the short-term Expert Trainer is responsible for her/his own contributions. As such s/he will be required to provide clarifications or enhance contributions as seen fit by AESA and/or the Contracting Authority
