STTA: Pesticide Evaluation Report and Safer Use Action Plan (PERSUAP)

Program Overview:

The USAID Private Sector Activity (PSA) is a five-year, $15 million initiative that utilizes a partnership and co-investment approach to support a more resilient Azerbaijan economy and improve the business enabling environment. To accomplish this, PSA supports the non-oil sector by improving the competitiveness of the private sector (with a special emphasis on agriculture and other rural economic activities), building the capacity of business support services, and reducing the barriers that hinder the development of micro, small, and medium enterprises (MSMEs).

Assignment Objective:

Cultivating New Frontiers in Agriculture (CNFA) seeks an international expert to review, revise and update PERSUAP which will be applicable to USAID Azerbaijan Private Sector Activity (PSA) project. The updated PERSUAP will serves as an action plan to ensure safe and economic use of agrochemicals, application of Integrated Pest Management (IPM) practices, and application of Good Agriculture Practices (GAPs). The PERSUAP will also advise on erosion control, soil health, soil salinity level reduction, crop rotation, and climate smart agriculture practices (CSAP) for activities supported by the PSA project. Additionally, the PERSUAP evaluates background and risks across the input sectors in Azerbaijan including treatment of seed, seedlings, trees, field crops, and spraying services as well as processing.

Consultant Responsibilities

The consultant will review, revise and update the previously developed PERSUAP. S/he will conduct kick off meetings with related parties to gather information on the current status of regulations and processes regarding the PERSUAP content. The consultant will update the PERSUAP to ensure compliance with current Azerbaijani and EPA regulations to reflect recent regulatory changes, as well as to address other specific needs of the PSA project.  


  • Advanced degree in one or more of the following; agronomy/horticulture, entomology, integrated pest management/integrated crop management, soil science, or related. PhD preferred;
  • At least ten years of experience in leading and developing PERSUAPs;
  • Experience working for international donors, development organizations, and NGOs;
  • Ability to work against tight deadlines;
  • Must be independent but collaborative, willing to share thoughts and ideas, and able to give constructive feedback;
  • Capacity to analyze complex issues, draw relevant conclusions, and produce actionable recommendations for work planning;
  • Strong writing skills;
  • Fluency in English is required;
  • Familiarity with the PERSUAP related regulations in Azerbaijan and the region is preferred
