Summary:

The Deputy Chief of Party (Value Chain Advisor Expert) must serve as a technical expert in value chain services. In addition, the DCOP will oversee the administrative functions to ensure the project meets its contractual obligations to deliver value chain services according to USAID regulations, and report results across the program to USAID and other stakeholders. The DCOP must have the following experience and qualifications:

Key Qualification:

  • A minimum a Master’s degree;
  • At least 5 years of regional/international experience, preferably with donor funded programs, in the West Africa region, in small and medium agribusiness development, supply chain logistics, value chain competitiveness, organizational and institutional development or contract farming;
  • Strong proficiency with the success in implementing programs aimed at increasing the competitiveness, commercialization, and inclusiveness of value chains;
  • General understanding of the latest developments for advancing best practices in value chain development (i.e., USAID’s value chain and facilitation approach) that reaches women, or undeserved communities living in low or middle economies;
  • Demonstrated experience managing complex private sector development programs with extensive local capacity building components;
  • Possesses the required oral, written communication, and presentations skills in French (equivalent to R4/S4) and English (equivalent to R2/S2).

CNFA is currently seeking a Monitoring and Evaluation Specialist for the upcoming USAID/Senegal Agricultural Value Chain Services project. The position will be based in Senegal.  The Monitoring and Evaluation Specialist will provide technical expertise and strategic leadership for all monitoring, evaluation, and learning activities, with the objective of providing project managers and stakeholders with timely data collection and analysis. CNFA considers monitoring and evaluation to be an essential management support function that facilitates evidence-based program management through rigorous identification, testing, and scaling-up of interventions that maximize impact and cost-effectiveness.

Key Qualification:

  • 6+ years of experience in the integration of M&E into field-level programming is required, experience managing M&E from a country office is strongly preferred;
  • Demonstrated experience in developing and operationalizing a comprehensive M&E plan and systems is required; experience doing these activities for USAID projects is preferred;
  • Outstanding ability to generate accurate qualitative information and analysis is required and must be demonstrated during the hiring process;
  • Expertise in innovative data collection, management, sharing, and visualization is required;
  • Familiarity with GIS is preferred;
  • Knowledge of agriculture, resilience, livelihoods, and/or food security is preferred;
  • Either a Master’s degree or a Bachelor’s degree with 5+ years of experience is required;
  • International donor experience is required, USAID experience is preferred;
  • Fluency in French and English is required, fluency in local languages is a plus.

Summary:

The Finance & Operations Manager will lead the financial and administrative management of the activity but will also lead the local capacity development component of the activity that supports domestic organizations including SMEs, farmer organizations and government bodies in their journey to self-reliance. The Finance & Operations Manager must have the following experience and qualifications

  • A minimum of a Bachelor’s degree;
  • At least 5 years of recent experience (defined as within the last 5 years) providing financial management and administration experience for an international development project in West Africa or Senegal.
  • Strong experience in accounting and/or auditing, reporting, managing subcontracts (or other sub-awards), with demonstrated knowledge of applicable regulations. To include, areas such as accounting finance or business administration and applied skills in developing and managing large budgets.

Finance & Investment Advisor (Private Sector Expert, Capital Access Specialist) will lead the facilitation of private sector investment and access to financial services including insurance along the targeted value chains and food systems. The Finance & Investment Advisor must have the following experiences and qualifications:

The COP (Agricultural expert, microenterprise development, and rural development specialist) must have relevant/international work experience, including experience with a Contractor or International NGO, funded programs in the West Africa region. Demonstrated expertise and at least 10 years of professional experience working in agricultural value chain or agribusiness development programs. Work experience in Senegal is strongly preferred. Experience supervising complex and challenging field operations in closed societies and/or transitional or developing countries is desired. The candidate must have the following experience and qualification:

Position Qualifications:

  • At least a Master’s degree in management, public administration, social sciences, international development or a related field;
  • At least 10 years of professional experience working in agricultural value chain or agribusiness development programs;
  • At least 10 years of work experience as Chief of Party or a similar level managing large (at least $10 M), complex agribusiness or agricultural development programs with a value chain focus;
  • At least 5 years professional experience working in establishing systems and overseeing program start-up under limited time constraints as well as program close-out; overseeing multiples program areas simultaneously; hiring, training, and supervision of local personnel; financial management including budgeting, tracking, reporting and accounting of finances and procurement;
  • Demonstrated experience in successfully managing complex private sector development programs with extensive local capacity building components;
  • Prior work experience with an international NGO and/or relevant experience with USAID or similar international donor-funded programs;
  • Ability to work with agribusiness firms and financial institutions desired;
  • Demonstrated effectiveness in strategic thinking and policy analysis and able to dialogue with high level host country government officials desired;
  • Prior relevant work experience in West Africa. Senegal experience is strongly preferred;
  • Excellent communications and interpersonal skills required; and
  • Fluency in French and English are required.

Proposal Development Consultant – Senegal

Position Summary:

CNFA is currently seeking an Proposal Development Consultant – Senegal tosupport CNFA on the USAID/Senegal Value Chains Service Activity. The position will be based in Senegal.   The Consultant will support the capture effort and technical design for proposal development.

Duties and Responsibilities:

  • Lead and facilitate the development of the overall design approach and concept for the proposal
  • Writing programmatic sections of the document in close collaboration with the Lead Technical Writer and Lead Technical Program Developer
  • Participation in Focus Group discussions, design workshops, and strategy sessions
  • Facilitating meetings with Senegalese government agencies, international and local NGOs, and other relevant points of contacts

Key Qualification:

  • 10+ years of experience in agribusiness development with a focus on agribusiness investment is required;
  • Experience in the engagement and coordination of stakeholders throughout an agricultural value chain is required;
  • Experience designing and/or managing agribusiness development projects is required;
  • Regional experience is required, Senegal experience is strongly preferred;
  • International donor experience is required, USAID program experience is preferred;
  • Master’s Degree in related field is required, PhD is preferred;
  • Strong written and verbal English language skills is required.
